2010 March 3: UT Salt Lake City: State agency meets with EPA

SALT LAKE CITY — Top regional officials with the U.S. Environmental Protection Agency met with members of the Utah Air Quality Board to discuss how to hammer out regulatory differences of opinion.
It was an awkwardly cordial conversation for the most part on Wednesday, given that the EPA has "proposed" to disapprove of the state’s plan to come into compliance with controlling certain pollution levels.
In turn, the state disapproves of the disapproval, so to speak, and a decision is pending regarding EPA’s final decision.
In the interim, EPA officials in Denver are constrained about what they can and can’t say while they are reviewing the numerous comments submitted by the affected government entities, which include Salt Lake County, Weber County and Ogden city.
"I am happy we were able to come out here," said Carol Rushin, acting regional administrator over EPA’s Region 8, in which Utah falls. "I think the meeting went really well, and everyone is engaged and willing to work forward."
Air quality regulators have complained they developed what is called a "state implementation plan" for curbing PM10 (a certain size of air pollutants) within standards set by the federal government, only to have the rules changed after the plan was submitted and under EPA review.
